Components: If staff in a school do not "buy in" to the school improvement process, both initially and over time, it is unlikely that changes can occur. For example, if professional development is offered and the staff have the other necessary structural/organization opportunities and supportive climate, PLUS teachers have a positive attitude toward the professional development, they may implement the practices that the professional development addresses. If, however, they do not have buy-in and have negative attitudes about professional development experience or content, it may do little good, no matter what other opportunity structures are in place.
