These are the practices, processes, and procedures that are used in the building for instruction, decision-making, leadership, administration, staff development, parent and community involvement, building and conveying high expectations, etc. This is the component that often receives the least amount of attention. What should be clear is that no matter what structural, climate, normative, or professional development conditions a school community obtains for a given dimension, if the practices and procedures do not change in the desired direction, schools will fall far short of implementation.
